PM – USHA 

    • The goal of the Rashtriya Uchchatar Shiksha Abhiyan (RUSA) was to improve access, equity, and excellence in the State higher education system while increasing efficiency, transparency, accountability, and responsiveness.
    •  It was a Centrally Sponsored Scheme. 
    • The program’s first phase was introduced in 2013, and its second phase was introduced in 2018. 
    • The RUSA program has now been relaunched as the Pradhan Mantri Uchchatar Shiksha Abhiyan (PM-USHA) in accordance with the National Education Policy.

Scheme and Execution

    • The Ministry of Education oversees the implementation of the centrally sponsored PM-Uchchatar SHiksha Abhiyan (PM-USHA) program of the Indian government. 
    • The program seeks to improve education quality by collaborating with more than 300 HEIs, including state universities and colleges that are affiliated with them.

Objectives

    • Enhancing access, equity, and quality in higher education through planned state-level higher education development are the main goals of PM-USHA. 
    • In addition, the goals include building new academic institutions, modernizing and expanding the ones that already exist, and establishing establishments that are professionally run, self-sufficient in terms of teaching quality, have a stronger emphasis on research, and give students instruction that is pertinent to both them and the country at large.

Broad Activities

The TSG-PM-USHA’s broad activities comprise, but are not limited to: 

 Offering technical assistance to the National Implementing Bodies in their evaluation of State Higher Education Plans (SHEPs); 

Coordinating with states to close any gaps in SHEPs; 

    1. Offering the tactical assistance needed to carry out research and assess the PM-USHA Scheme,
    2. Increasing the ability of all parties involved to ensure the PM-USHA Scheme is implemented successfully, 
    3. Managing media outreach initiatives, planning meetings, seminars, workshops, studies, visits, coordination and monitoring of activities, and any other capacity-building initiatives for the PM-USHA Scheme’s successful implementation 
    4. Providing logistical support as needed for the PM-USHA Scheme’s implementation; 
    5.  Giving the national implementing bodies other support as needed periodically for PM-USHA implementation; and 
    6. Addressing any other issues as needed in accordance with the scheme’s needs and objectives.
